On June 12, 2025, the Government of Canada announced the extension of the Economic Mobility Pathways Pilot (EMPP)—a unique program that brings together humanitarian commitment and economic strategy. Through this initiative, skilled refugees and displaced individuals can access permanent residence in Canada by applying through economic immigration streams, supported by a Canadian job offer.

Unlike traditional refugee resettlement, EMPP functions as a complementary pathway. It recognizes that many refugees are not just seeking safety—they also bring education, professional experience, and the determination to contribute meaningfully to the communities they join.

Since its launch, EMPP has enabled employers across Canada to hire qualified individuals in key sectors like health care, construction, and food services. Health care alone has accounted for over 30% of admissions—a telling sign of how this pilot addresses both human potential and labour shortages.

From 2019 through March 2025, nearly 1,000 newcomers have arrived in Canada under EMPP. Each one carries more than just a résumé. They carry lived experience, adaptability, and a drive to rebuild.

To continue meeting the country’s workforce demands, especially in high-need areas, the government has extended the EMPP’s federal stream through December 31, 2025. For 2025, the job offer stream will welcome up to 950 new applications. These individuals will be eligible for permanent residence, and their pathways will be supported by facilitation measures tailored to the realities of displaced professionals.

The EMPP forms a vital part of Canada’s broader immigration vision—one that aims to foster growth, address labour shortages, and uphold Canada’s role as a leader in refugee resettlement and innovation.
