Changes to Post-Graduation Work Permit Eligibility for International Students

In a recent announcement dated March 22, 2024, the Immigration, Refugees, and Citizenship Canada (IRCC) shared important updates regarding eligibility criteria for post-graduation work permits for international students enrolled in college programs offered through public-private partnerships.
Previously, on January 22, 2024, the IRCC had confirmed alterations to the eligibility criteria for post-graduation work permits for international graduates of college programs delivered via a public-private curriculum licensing arrangement. Initially slated to take effect on September 1, 2024, this change will now be implemented earlier, starting May 15, 2024.
What does this mean for international students? Essentially, individuals who commence their studies in these specific programs on or after May 15, 2024, will no longer qualify for a post-graduation work permit upon completion of their studies.
However, it’s important to note that this adjustment in criteria does not entirely foreclose opportunities for graduates. While they may not be eligible for the post-graduation work permit, alternative avenues remain open. For instance, graduates can explore applying for a different type of work permit, especially in occupations confronting labor shortages in Canada. Such permits may be supported by an employer’s approved labor market impact assessment.
For clarity on whether a particular institution’s graduates are eligible for a post-graduation work permit, individuals can refer to the list of designated learning institutions available on the IRCC website. Moreover, the IRCC is actively collaborating with provinces and territories to identify and address programs affected by these changes.
