Canada Introduces Innovation Stream Pilot for Highly Skilled Foreign Workers
Canada is stepping up its efforts to attract highly skilled foreign workers with the introduction of the Innovation Stream Pilot under the Global Hypergrowth Project. This new initiative, announced on April 15 by Immigration, Refugees, and Citizenship Canada (IRCC), marks a significant shift in Canada’s approach to immigration and the employment of foreign talent.
Key Features of the Innovation Stream Pilot
The Innovation Stream Pilot allows select Canadian companies to bring in foreign workers without the need for a Labour Market Impact Assessment (LMIA). This pilot is specifically designed for jobs in National Occupational Classification (NOC) categories 0, 1, 2, or 3, which are recognized as high-skilled positions. These categories encompass roles that require significant levels of training, education, experience, and responsibility.
One of the most notable aspects of this pilot is the inclusion of family members of the foreign workers, who will be eligible for open work permits. This means spouses and children can also work for almost any employer in Canada, enhancing the attractiveness of the program for potential applicants.
Duration and Background
Scheduled to run for two years until March 22, 2026, the Innovation Stream is part of a broader strategy to foster a robust tech ecosystem in Canada. It aligns with the Canada Tech Strategy introduced by the Immigration Minister on June 27, 2023, which aims to support the growth of innovative businesses through strategic immigration policies.
Eligibility and Application Process
To be eligible for a work permit under this stream, applicants need a job offer from one of the companies participating in the Global Hypergrowth Project. The job offer must align with a TEER 0, 1, 2, or 3 occupation and offer wages that meet or exceed the median hourly wages for the region. If the role is governed by a bargaining agreement, the wages must also comply with these standards.
Employers are required to review wages at the start of employment and then annually by January 1, ensuring competitive compensation throughout the employment period. Additionally, immigration officers will assess whether applicants possess the necessary skills and meet the educational and experience requirements of their designated occupations.
Companies Eligible to Hire Under the Innovation Stream
Currently, eight companies have been identified as eligible to hire through this pilot program:

- 2. AlayaCare
- 3. CellCarta
- 4. Clarius Mobile Health
- 5. Clio
- 6. Duchesnay Pharmaceutical Group (DPG)
- 7. Lightspeed Commerce
- 8. Vive Crop Protection
These companies are part of the Global Hypergrowth Project, which provides tailored support to help Canadian-based businesses scale rapidly and effectively.
